From the period when the Common's House of Parliament came to the resolution of considering the laws affecting the Catholic subjects of this empire, I steadily directed my attention to the deportment of the Established Protestant Clergy; I did imagine, as the sense of the House of Commons had been expressed independently of ministerial influence, that the Bishops and Clergy of the Established Church would legislative wisdom might advise in the actual circumstances of Europe, and this country in particular. I did imagine that, as ministers of peace and charity, they would have preached union and love to their flock, and have taught Christians, by words and example, to serve and esteem one another.
